CCOO Teaching denounces the breach of the commitments of the Minister of Education, Adela Martíez-Cachá, with the improvements required by the CEIP "Santiago Apostol" of Portmán (15/12/2018)

The counselor made a personal commitment during a visit made on October 25, 2017 to make improvements in the CEIP.

CCOO regrets that 14 months after the visit, on October 25, 2017, the Minister of Education (accompanied for the occasion by the Director General of Centers) to the CEIP "Santiago Apostol" of Portman (La Union) has not been fulfilled with the commitments acquired by it to make the improvements that the center needs after decades of abandonment.

This school is a center dating from the year 70, which still has a very badly damaged fiber cement roof with breakages and a third world electrical installation, due to which they can not use fans in classrooms in summer, nor radiators in winter.

As reported in the press and can still be found on the website of the Ministry of Education the counselor was impressed by the state of abandonment of the public school and committed investments, specifically the replacement of the electrical installation of the center, which In 2018, they would soon be ready to finish and, in the words of the councilor, would make possible "future investments related to climate conditioning in this school".

However, the promises have been limited to three visits by technicians of the Ministry to "see" the electrical installation without having been translated into any action, replacement, replacement or renewal of the same.

CCOO Teaching denounces that it is not only this investment that has not been made, but that the solution to the long list of deficiencies presented by the school has not been addressed either.

Among the deficiencies denounced by the faculty of the school we can mention the following:

- Renewal of the electrical installation of the center.

Petition already made for many years to the Ministry of Education and that the counselor undertook to replace during the year 2018 in his visit to our center in October 2017 along with the Director General of Centers.

- The half of the roof of the center is of uralita (350 mts aprox.), It is deteriorated and that is highly detrimental for the alumnado and profesorado, although it is not manipulated, if it surpasses certain years of "vida", reason why it is fundamental its substitution.

- The other half has the asphalt cloth that has been patched at the beginning of the 2018 course, although it has not prevented the appearance of new leaks in the center during these rainy days.

- The doors of all the classrooms and some other rooms of the center date back to the year 70 and are broken, do not fit and remain blocked, some frames almost off-hook, leaving in more than one occasion locked up students and teachers of the center.

In case of emergency we do not know what can happen.

- The primary school playground presents several problems and dangers:

(Absolute absence of shade area that prevents giving a full EF class and is a danger to children from excessive sun exposure during breaks during the hottest months (September, October, May and June, especially).

(The patio is full of slopes, steps, dangerous curbs and cracks that suppose an excessive increase of danger of accidents of the students.

(There is a hole near the padded primary floor that is pending a tree or cover.

- The center's auditorium, used to teach different areas (music, plastic, English and EF on rainy days), communicates with the EF warehouse through a glass door, pending replacement or veneering.

- The alarm center has been unused since February 2015, so the center is at the expense of what thieves want, and has already suffered several robberies in recent years.

- Children's education toilets are not located in or near children's classrooms, but they are at the other end of the center, forcing younger children to go to the toilet themselves or to teachers to leave the group to supervise the comings and goings to the bathrooms.

- The windows of a large part of the classrooms do not close properly, which added to the absence of alarm pose a great danger, since they leave the center exposed to possible thefts.

- Substitution and elevation of the front part of the outer fencing of the center that remains to be replaced and which is in very poor condition, with the risk of falling.

- The stairwell on the first floor is uncovered and is dangerous due to the possibility of falling people or objects.

- The lack of storage spaces in the center forces to have various objects and furniture in the corridors, which can pose a danger to students, in addition to the bad image it creates.

The EF warehouse has been converted into the center's general store.

- In addition, this lack of space also affects didactic aspects, since it has led to the creation of a children's library at the entrance to the center and two support spaces in the corridors of the ground floor and the first floor.

For all this, the need to request a container to store objects in the yard is being considered.

- Finally, the library of the center is very small, nothing operational and is separated from the staff room by the shelves themselves, as there is no dividing wall

CCOO demands an urgent and global intervention that addresses a general reform of this educational center so that the students of Portman can exercise their right to education in the conditions of quality and dignity that it deserves.
