Neighbors who need a registration certificate can request it through email (01/04/2020)

The Department of Statistics of the City Council, during the state of alarm, will send by email the registration certificates that the neighbors request to the following email address: statistical@ayto-launion.org

Royal Decree-Law 8/2020, of March 17, on extraordinary urgent measures to face the economic and social impact of COVID-19, regulates in its articles 7 to 16 a moratorium on the mortgage debt for the acquisition of the home habitual of those who suffer extraordinary difficulties to attend their payment as a consequence of the COVID-19 crisis.

Among the documentation necessary to prove to the bank that the subjective conditions to benefit from this measure are met, article 11.1.c.ii) of the aforementioned Royal Decree-law includes the "registration certificate relating to people registered in the home , with reference to the time of presentation of the supporting documents and to the previous six months ”.

On the other hand, after the declaration of the state of alarm by virtue of Royal Decree 463/2020, of March 14, declaring the state of alarm for the management of the health crisis situation caused by COVID-19, the City councils have suspended face-to-face attention to the public, so currently the only way to obtain these certificates is through the electronic headquarters of the City Councils, provided that this service is enabled, which requires identification by electronic signature.

However, situations are arising in which the inhabitants do not have the electronic identification and signature systems contemplated in art.

9 and 10 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations, to make the request for the certificate online, the Municipalities do not yet have the electronic certificate / flyer issuance service enabled, or they do not have it for issuing certificates / collective flyers.

In this sense, section 8.1 Access to voter registration data, of the Resolution of January 30, 2015 of the Presidency of the National Statistics Institute and the General Directorate for Coordination of Competences with the Autonomous Communities and Local Entities, on instructions techniques to the Municipalities on the management of the municipal register, establishes that “The neighbor can access his information personally or through his representative, legal or voluntary, as provided in article 32 of Law 30/1992, of November 26 , of the Legal Regime of Public Administrations and the Common Administrative Procedure relating to the representation of the interested parties (currently article 5 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations, relating to the representation of the interested)".

Likewise, in its section 8.1.1, last paragraph, it specifically states that “The flyers and registration certificates may be requested and or issued by electronic means.

The City Council that implements these systems must ensure that access to the census information is restricted to those interested.

For these purposes, the use of electronic signature or access by personal password is considered essential ”.

Consequently, the City Council has to ensure that the person requesting the certificate is the interested party, so in the cases in which the applicant cannot identify himself and sign electronically, and taking into account the exceptional circumstances created by the declaration of the state of alarm , once the identity has been confirmed, the City Council could send the registration certificate by email.
