Arguments presented by UI-green of the Union to increase children's school fees and points of care for children (12/08/2011)

Linear rise in the rate of school children and about child care, going from 40 euros to 120 euros.

IU-Greens The Union proposes a rate scale based on income beneficiaries, so that the lowest incomes would not increase any of the current rate of 40 euros, and this would increase proportionally to income per capita members of the family unit.

Councilman IU-Greens in the European Union, José Haro Hernandez presented the following arguments to the initial approval, which took place in extraordinary plenary session held on July 22, 2011, to amend ordinances regulating different rates in the municipality of La Union published in the Borman August 4, 2011, in line all with the position he held, as a councilor in the said plenary, where he presented a complete alternative to the proposal of the government team in relation to the rate for attendance at the Centers for Child Care and PAI of La Union.

Alternative to substance as well:

Article 5, point a) would read as follows:

For the purposes of an application fee that reflects the different economic situations, and for the sake of the progressivity of the same, tas rates are established based on the per capita monthly income of the members of the unit monthly, obtained by the ratio between annual household gross income and the number of its members, in turn, establishes a new ratio of per capita income this year and 14 monthly.

Thus, we obtain the per capita monthly income, whose relation to quotas to satisfy is as follows:

Dining Income Schooling

Up to 249 euros 40 euros 34 euros

Between 250 and 349 euros 50 euros 42 euros

Between 350 and 449 euros 65 euros 55 euros

Between 450 and 549 euros 85 euros 70 euros

Between 550 and 649 euros 120 euros 100 euros

More than 650 euros 135 euros 112 euros

More than 1000 euros 150 euros 130 euros

In the case of large families and single parent, income shall be the result of applying its income per capita monthly coefficient of 0.7.

Article 5, point c) is modified as a result of the above modification, so that looks like this:

'The City Council will provide support for children attending schools intended for children at risk family or other extraordinary circumstances that prevent the payment of fees expressed above'

Finally, José Haro team urges the government to consider this argument to introduce a factor of progress and social justice in the cost of public services as relevant to the harmonization of work and family life.

Justification:

Certainly, rates, according to mark the local law, must tend to cover the cost of service, but then the authorities must ensure that the entire tax system is guided by the progress so who else to pay more have.

This is particularly important in these times of crisis, where unemployment and freezing / reduction of salaries are common in our society.

Therefore, the proposed increase in the rate of CAI and PAI assistance must be conditioned to the different situations of income, so that only the lowest incomes do not suffer increasing rate, and this bubbling up in terms of level of income of the beneficiary / a.
