IU-Greens The Union proposes a rate scale based on income beneficiaries, so that the lowest incomes would not increase any of the current rate of 40 euros, and this would increase proportionally to income per capita members of the family unit.
Councilman IU-Greens in the European Union, José Haro Hernandez presented the following arguments to the initial approval, which took place in extraordinary plenary session held on July 22, 2011, to amend ordinances regulating different rates in the municipality of La Union published in the Borman August 4, 2011, in line all with the position he held, as a councilor in the said plenary, where he presented a complete alternative to the proposal of the government team in relation to the rate for attendance at the Centers for Child Care and PAI of La Union.

Article 5, point c) is modified as a result of the above modification, so that looks like this:
'The City Council will provide support for children attending schools intended for children at risk family or other extraordinary circumstances that prevent the payment of fees expressed above'
Finally, José Haro team urges the government to consider this argument to introduce a factor of progress and social justice in the cost of public services as relevant to the harmonization of work and family life.
Justification:
Certainly, rates, according to mark the local law, must tend to cover the cost of service, but then the authorities must ensure that the entire tax system is guided by the progress so who else to pay more have.
