The full approve an update of the price of water with important social measures (16/02/2012)

The Municipal Corporation has approved this morning in an extraordinary plenary session convened for that purpose, an update on water rates, sewerage and refuse collection out to tender in addition to the new concession of water supply services and sewerage the municipality.

New rates:

Since 2004, the cost of water that the City purchased from the Commonwealth for pipelines has risen by 88% because of the politics of desalination driven by the former government of Spain, who claim to drinking water at a much more expensive.

Four years ago, in 2008, conducted a partial update of 18% in the price of water in La Union.

Since then, despite further increases in its sales price by the Commonwealth for pipelines, the City Council had not passed on to citizens in the cost of the fare.

However, the impossibility to continue to maintain the tariff deficit is longer forcing the Corporation to adopt this measure, given that today is unsustainable and economically the situation to the municipal coffers, given that costs arising from this situation has now reached about 300,000 per year.

Specifically, the new rate scenario that arises is the following:

Garbage collection fee

The rate for domestic waste collection becomes of 7.80 euros per month, up from 6 euros to be applied so far, producing a rise of 1.80 euros on the receipt.

This rate had been 11 years without being updated, in particular since 2001.

Comment:

In this sense, is to highlight the marked social character of the new rates, as two groups are so important in our town as are all retired, on the one hand, and persons temporarily in a situation of insufficient resources due to crisis economic and unemployment, on the other hand, will see their water bills not only rise, but even down very considerably and on prices present before the upgrade, namely around 40%.

In addition, many families also enjoy significant declines in the new rates were approved today, which range from 30% (for general category) and 60% (for special category).

However, it is clear that certain sections likewise self consumption will increase significantly, although always under the maximum penalize excessive consumption.

That is, it is encouraging savings, because the higher water consumption, higher cost rate will be applied.

This translates into higher average can be set at around 18%, although without being able to generalize or establish universal character that will be the update rate of tariffs by the circumstances already stated, that is, there will be citizens who will rise more than that percentage your bill and others that even the pay of substantially cheaper to what is its current price.

Everything will depend on the amount of water consumed, and the consumer's personal situation.

In this sense, and put the new fees in connection with other municipalities in our area, the La Union remain fairly even cheaper, since only in Cartagena water is paid on average about 15% more expensive.

New issue:

Simultaneously with the new rates has also approved the tender of the administrative concession for the operation of services of water supply and sanitation in the municipality for the next 25 years.

With this decision, the benefits you will experience the local public purse and are evident in two ways.

For one thing, because from now on will be the new dealer who buys directly Taibilla water, not the City as has happened so far, so that differences between the volume of water that is actually acquired ( 100%) and the volume actually sold to end users (72%) because of losses that exist in the distribution network, will be assumed from now the new owner of the service.

This measure will mean an estimated saving of 200,000 euros a year to the Consistory.

On the other hand, because the new grantee shall also pay an initial fee to the City for operation of the service, which is estimated will range from 6 to 9 million euros in the light of the report of the municipal intervention, amount that will allow both secure the payment of salaries of the municipal staff, as much of it to pay debts owed to suppliers, thus ensuring the continued provision of public services to citizens (lighting, garbage collection, street cleaning, local police, fire, educational, sports and cultural, etc.). normally.

Commercial status of USM:

All these actions are part of a series of decisions taken in relation to the joint venture Municipal Services Union SA (USM), under which the City has agreed with his partner in it, Aqualia, SA, the acquisition includes participation in the ownership thereof, so that the merchant will soon become a publicly owned municipal company to 100%.

This is what has freed the contract water and sewer grant now brings.

And the medium term, before the end of the year and once completed the energy audit is currently underway, will result in the same with the contract for the supply and maintenance of street lighting, which currently involves a cost to the municipality around to 700,000 per year and that the new stage will involve a minimum reduction of 20% over the same.

Finally, this contract with USM, all from the area of environment (waste collection, cleaning of places, roads and public buildings, and maintenance of parks and gardens) will be managed directly by the company.
