The MARM pilot project continues to advance in the analysis of risks and contaminated materials in the Bay of Portman (26/10/2009)

The Directorate General of Quality and Environmental Assessment MARM, has submitted a report which shows the need for the project "Regeneration and Environmental Adjustment Portman Bay" is analyzed in light of the new decree on "management waste from the extractive industries and the protection and rehabilitation of areas affected by mining activities. "

The general secretary of the Sea, Juan Carlos Martin Fragueiro, MARM Murcia presided today at a meeting of the Monitoring Committee of the Convention Portman.

The Ministry of Environment, Rural and Marine pilot project continues to advance in the analysis of risks and contaminated materials.

The MARM remains committed to the regeneration of the Portman Bay, referred to in the agreement between the Marmara, the Autonomous Community of Murcia and the city of La Union.

Proof of this are the various actions it is doing in the area since 2007 to stabilize and inerting the contaminated material as part of a pilot project with a budget of 5.5 million euros, already implemented in a first phase and 3.5 million in a second phase in the period 2009-2010, which includes collaboration with the University of Murcia for further progress in risk analysis and the most appropriate methodology for the treatment of contaminated material.

The project "Regeneration and Environmental Adjustment Portman Bay, municipality of La Unión (Murcia), together with its Environmental Impact Study was submitted during the year 2008 the corresponding public information process, which identifies existing environmental legislation.

After this process, referred to the documentation, along with reports to the Directorate General of Quality and Environmental Assessment in July 2008.

Subsequently, there were further consultations in that Directorate General, the result of arguments later arrivals, most recently in January this year from the Geological Survey of Spain.

The Official Gazette published the pasado13 June 2009, Royal Decree 975/2009 of June 12 on "management of waste from extractive industries and the protection and rehabilitation of the area affected by mining activities."

On October 7, 2009, the Directorate General of Quality and Environmental Assessment, referred to the Department of Sustainability of the Coast and the Sea (DGSCyM) a report which notes the need for the project "Regeneration and Environmental Adjustment Portman Bay "should be considered in the light of this new legislation.

This indicates that the DGSCyM, is in the nature, functions and responsibilities of 'operator of waste, and carried out a restoration plan and brought into the project at hand the required corrective Royal Decree including accident prevention policy in the area of deposit.

It also indicates the need to initiate a new public participation process under which also marks the Royal Decree on waste.

Throughout this year, from DGSCyM have requested some additional information to different bodies (Environmental Health, IGME, etc.) That will have all relevant information to evaluate rigorously the impact of this project.

The Ministry of Environment and Rural and Marine is considered that these reports are needed to work on a totally defined.

The Ministry of Environment and Rural and Marine Affairs continues to work to find a viable solution to the environmental restoration and landscaping of this area, investigating different methods of treatment to ensure proper management of existing tailings in the bay of Portman in order to avoid any type of disease and risk to both human health and the environment.
